New Forest National Planning Authority
APPLICATION NUMBER: 25/01121PATC
ADDRESS: New Forest National Park
PROPOSAL: Application under part 16 of the Town & Country Planning (General Permitted Development) Order in respect of proposed telecommunication infrastructure works within the New Forest National Park
CASE OFFICER: Natalie Wlater
Hyde Parish Council Recommend: 4. We recommend REFUSAL, for the reasons listed below.
Councillors discussed the application and agreed that the installation of infrastructure should not be granted under permitted development due to the sensitivity of the area and certain practices which have already occurred by Wessex Internet without due concern for landowners and parishioners.
Wessex Internet have already carried out practices which may potentially be illegal under the Habitats Regulations and a further planning process is necessary to ensure this does not happen again, and also to confirm current inaccuracies in information. For example, there is currently contradicting information as to whether existing poles can be used. The parish briefing states – “The installation would primarily be routed through existing infrastructure (ducting, chambers and poles), or along gravel tracks or roads,” however this is not consistent with information received by landowners in the parish.
Hyde PC believe that the input of all the organisations associated with the New Forest such as the Verderers, Natural England, Forestry England is essential and will be more thoroughly achieved through a planning application.
Whilst the council is fully supportive of the provision of Full Fibre provision to all properties in the parish of Hyde it believes that this should be carried out in the most appropriate way with due consideration to all the relevant issues and people affected, which will only be achieved through a more rigorous planning process.
